Request for Authorization to Access Direct Video Numbering Directory
Dear Mr. McConnell,
As you know, the World In Sign, LLC (WIS) has worked extensively with the MITRE Corporation in improving the ACE platform and adapting it for WIS Direct Video Connect Platform. Per MITRE's recommendation, this is a request for authorization for WIS to access the TRS Numbering Directory so that WIS can complete the platform to allow a customer to make a Video Relay Service call.
WIS Direct Video Connect Platform provides direct video call services as part of customer service and support teams to interact with consumers on an as-needed basis, using various video channels, website chat applications and social media messaging. The WIS platform will enable non-profit and for-profit organizations and State and local government entities to facilitate direct communication between individuals with disabilities and trained representatives using American Sign Language.
We understand that to be qualified as a qualified direct video entity (QDVE), we must comply with applicable regulations under 47 CFR §64.613. Among the regulations require an QDVE to allow a customer to make a video relay service call. WIS acknowledges that Directory access is conditional on compliance with applicable Commission rules, obligations, and standards.
When we asked Principal Dwight Handon of the MITRE Corporation for an iTRS registered number for the WIS platform, he recommended that we ask you for an approval for an iTRS registered number so that WIS can complete its platform in compliance with the Section 64.613, and if necessary, apply for a certification as an QDVE. Needless to say, WIS cannot apply as an QDVE without the number.
If we get a registered number, we will continue working with MITE to complete the platform. Here is how the WIS platform should work. After a customer dials the iTRS registered number that connects the call to the DVR platform at a contact center, the customer will receive the open greeting messages, follow visual Interactive Voice Response (IVR), and wait for the next available DVC representative. While the customer is in the queue waiting for the next representative, the customer decides not to wait for the rep and make a Video Relay Service call. WIS' Visual IVR provides the customer with a menu listing the YRS providers for which they choose and push a button on the keypad. Once connected with the YRS provider, the customer will give the number to make a voice call. Also, if the customer is connected with a DVC rep and asks to use YRS, the rep can transfer and connect the customer with their preferred YRS provider. If the caller is connected with a DVC representative and then requests to use YRS instead, the DVC rep can do a transfer and connect the caller with his/her preferred YRS provider.
WIS has demonstrated a legitimate need for accessing the TRS Numbering Directory as a QDVE. WIS also is aware of its obligations to comply with applicable regulations. If there is any further documentation and information needed, WIS will be happy to supply such information.
